It goes well with Mexican and other Latin American dishes and salads.
Heat a pan on medium heat and add the oil. Add the chopped garlic or scapes and toss for about 45 seconds, until slightly soft. Allow to cool slightly.
Add the garlic to a small food processor with the rest of the ingredients and pulse to combine.
